Local man fined following fly-tip in residential area

A local man has been ordered to pay over £1,500 for failing to cooperate with a fly-tipping investigation after rubbish was dumped in Longmoor Road in Basingstoke.

Sam Millington of Longmoor Road was prosecuted by Basingstoke and Deane Borough Council after the rubbish, which included cardboard boxes, a pram frame and other household waste, was concealed behind utility cupboards and a road sign on Monday 24 March 2025.

Council officers inspected the fly-tip and found evidence linking Mr Millington to the dumped rubbish and made repeated attempts to contact him.

The council started court proceedings after Mr Millington did not respond to letters regarding the fly-tip, make any contact with the council or attend a formal interview.

Mr Millington attended Basingstoke Magistrates’ Court on Friday 20 February 2026 where he pleaded guilty to failing cooperate with a fly-tipping investigation. He was ordered to pay a fine of £550, a £220 victim surcharge and £794 in costs to the council.

Cabinet Member for Residents' Services and Housing Cllr Laura James said: “Fly-tipping is a blight on our communities and we take all incidents very seriously.

"Where we have evidence or information provided to us, we will look to take action against people who are involved in fly-tipping in our borough. And, where people don't cooperate, this will not stop us taking this further, as this case proves.”
