Open data and its uses

The principle of open data is that non-personal information held by government and local councils should be freely available for anyone to use.

We are committed to making our data accessible for the benefit of everyone, so that:

  • we increase the transparency and accountability of our activities
  • you can reuse, share, and remix the data in new and innovative ways
  • you can use the data to develop useful applications and websites

Data can you can expect to find

The Local Government Transparency Code requires us to publish information under the following themes:

Spending and procurement

Expenditure exceeding £500
We are required to publish all expenditure exceeding £500 on a quarterly basis. However, we now publish details of all expenditure on a monthly basis.

Government procurement card transactions
We are required to publish details of all expenditure made using government procurement cards or corporate credit cards, on a quarterly basis. However, we publish this information monthly.

Invitations to tender and quote
The council’s Contract Standing Orders require us to raise invitations to tender and advertise opportunities for all contract values in excess of £75,000. All contracts with a value of £75,000 or over are published on the South East Business Portal.

Grants to Voluntary, Community and Social Enterprise organisations (VCSE)
We are required to publish details of all grants made to VCSE organisations, which includes payments with values less than £500, on an annual basis. Find information on these grants on the voluntary and community sector grants webpage.

Undisputed invoices paid within 30 days

Under section 113 (7) of The Public Contracts Regulations 2015 there is a requirement for contracting authorities to publish the percentage of invoices paid in accordance with section for the preceding financial year together with the total amount of interest actually paid.

Land assets

Local authority land
We are required to publish details of all council land and building assets on an annual basis. This information is available on the Land and Building Asset Register webpage.

Parking

Parking spaces
We are required to publish the number of marked controlled on and off-street parking spaces, or provide an estimate where controlled parking spaces are not marked.

Parking account surplus
We are required to publish details outlining how any surplus from the council’s parking account has been allocated. This information will be made available shortly.

Parking accounts
We are also required to publish a detailed breakdown of income and expenditure within the council’s parking account. This includes revenue generated from:

  • on-street parking
  • off-street parking
  • Penalty Charge Notices (PCNs)

This information will be published in the forthcoming Annual Parking Report.

Organisation and salary information

Organisation chart
We are required to publish an organisation chart covering the top three management tiers of the organisation.

Senior salaries
We are required to publish the salaries and responsibilities of senior staff. Information on senior officers’ remuneration is included in the latest Annual Statement of Accounts.

The council’s senior management comprises the Senior Leadership Team and Heads of Service. The Senior Leadership Team includes the Chief Executive, Deputy Chief Executive, Director of Regeneration, Director of Resident Services, Director of Customers, Digital and Improvement, Chief Finance Officer, Head of Law and Governance, and Head of HR and Organisational Development.

Pay multiple
This is defined as the ratio between the highest paid taxable earnings for the year (including base salary, variable pay, bonuses, allowances, and the cash value of any benefits in kind) and the median earnings of the council’s workforce.

Trade Union facility time

We are required to publish the following information under this heading:

  • total number of staff who are union representatives
  • total number of union representatives who devote at least 50% of their time to union duties
  • names of all Trade Unions represented in the local authority
  • a basic estimate of spending on unions
  • a basic estimate of spending on unions as a percentage of the total pay bill

We have one recognised trade union: UNISON.

Constitution
Councils are already required to make their Constitution available for inspection and under the Transparency Code we must now also publish the Constitution on our website.

We also publish various datasets of information which is frequently requested under the Freedom of Information Act. This data can be found on our Frequently requested information webpage.

Using our data

Our open data is released under the Open Government Licence (version 3), which sets out how the data can be used.

In some cases, information may be removed (known as ‘redaction’). This may include personal data that could identify an individual, or information that is commercially sensitive.

Local authority land

Local land and asset data is published under the Open Government Licence (v3). However, third-party Intellectual Property Rights (IPR) may restrict some data from being made freely available for reuse.

Address information, particularly the Unique Property Reference Number (UPRN), as well as easting and northing coordinates, is subject to third-party IPR, as this data is owned by Ordnance Survey and GeoPlace LLP. Postcode data is owned by Royal Mail.

Royal Mail distinguishes between address data that is ‘created’ and data that has been ‘cleansed’ using the Postal Address File (PAF). Where PAF is used to verify (rather than create) an address, the data is considered ‘cleansed’. Cleansed data may be published openly on a website and can be reused freely.

Ordnance Survey has introduced a “presumption to publish” policy, which permits the use of UPRNs. We are also permitted to publish x and y coordinates, where these are derived from Ordnance Survey mapping, for land and asset information only.

Land and asset data is published under the Open Government Licence (v3) in order to meet the requirements of the Transparency Code.

File formats

We have made as much data as possible available in an open, machine-readable format (such as CSV), which does not require any specific software to access.

We are also working to provide this information in more user-friendly formats, such as Excel, Word, or PDF documents.
